Are e-currency exchanges allowed by PayPal?

Hi there, does PayPal allow their users to exchange paypal for other e-currencies? For example MoneyBookers (Skrill) does not allow this.

It is possible and no problem to exchange Paypal to other ecurrencies by using private exchangers or exchanging websites.

As I know Paypal don't like payment processor exchange sites and they might ban your account. That's why most processor exchange sites are not supporting PayPal but only the other companies.
