I don't think directory submission is effective anymore except some few major directories like DMOZ, BOT web directory as most link directories have been heavily spammed and they have become only a link building tools and don't have any value within itself but niche directory are worth to submit as they bring targeted traffic.

if Google indexes a directory it is worth submitting, otherwise not. Do you know links are always important, if you don't spam. link farms are banned by Google
