I think admin you should really participate in highly conversational platforms like taking part in bloggers official page and if not, then you should probably keep posting your forums ads at craigslist..

I would take part in different promotion forums. All forums will welcome your helpful participation and allow you to promote your forum, but promotion forums are specialized for that. You should also have a Facebook page and a Twitter account for your forum. Good luck!
